This isn’t a polished political plan. This is a starting point — built for real people, real solutions, and real accountability. Salem deserves better. And we can fix this — together.
Homelessness is the #1 issue in Salem. Public safety is #2.
Every City Council meeting should start with updates on these — before anything else.
If it’s not the first thing we talk about, it’s not the first thing we’re solving.
We do not have enough shelter space. That’s the core problem.
We need to build more — fast — and repurpose existing buildings immediately.
This should be the city’s top priority. Period.
The city owns millions in unused property.
Sell what we’re not using. Repurpose what we can.
Use that money to fund shelters, recovery services, and law enforcement.
Stop sitting on assets while the problem grows.
We already have camping — it’s just unmanaged and unsafe.
Create one managed site per ward. 75–100 people each.
Safer. Cleaner. Accountable.
Help the willing. Stop enabling chaos.
We need creative funding — not just taxes.
Example: Digital billboards could generate $1M/year at zero cost to taxpayers.
That funds police, outreach teams, and real solutions.
We need business-minded leadership on council.
Once shelter and managed sites exist — enforce the ban.
No excuses. No loopholes.
We provide options. Then we enforce the rules.
That’s fairness — to everyone.
Enforcement is the last step — not the first.
But if someone refuses help and refuses to follow the law — there are consequences.
No one gets a free pass to break the law.
This isn’t Left vs Right.
This is Salem vs a problem we can solve.
Republican. Democrat. Independent. Doesn’t matter.
If you care about this city — you’re part of the solution.
This plan isn’t finished — and that’s the point.
